Qatar Introduces New Law to Nationalize Private Sector Jobs

Qatar's Emir, HH Sheikh Tamim bin Hamad Al Thani, has issued Law No. 12 of 2024, a significant step toward the localization of jobs in the private sector.

The law, which will come into effect six months after its publication in the official gazette, is a pivotal part of Qatar National Vision 2030, aligning with the country’s goal of enhancing human development.

The new legislation, recently clarified by Qatar’s Ministry of Labour (MoL), is designed to increase Qatari representation in private sector companies, providing a strategic boost to the employment and training of Qatari citizens. This move is also set to support the Third National Development Strategy by fostering a more productive labor market, with a focus on high-skill jobs.

The MoL has outlined the key objectives of the law, which include making the labor market more attractive to the national workforce, ensuring job stability for Qatari citizens, and developing professional skills. The law also aims to create new career opportunities for Qataris and the children of Qatari women, further enhancing the country’s workforce.

The law applies to private sector entities, including commercial companies, non-profit institutions, and sports associations, and will classify companies based on their size, workforce, and job types. The ministry will implement a job nationalization plan, including policies for training, employment, and scholarships.

To encourage private sector participation, the law provides financial incentives and benefits to both companies and employees under the nationalization scheme. The MoL will also issue standardized employment contracts to ensure job security and a stable work environment for Qatari nationals.

The Ministry of Labour is committed to boosting the participation of Qataris in the private sector through continuous training and development programs. The implementation of this law marks a new chapter in Qatar’s ongoing efforts to build a strong and capable national workforce, ready to meet the challenges of the future.
